2020 ID w/caps

Get on it NR's! I'm 1 for 1. A better start than last year

3 out of our party of 4 were able to get a tag in a capped ID zone before they sold out in less than an hour. Site kept crashing and logging us out. Had to reload our carts multiple times for it to go through. Trying to figure out what to do with our 4th guy that didn't get a tag.

If a non-res gives up their tag, does it go back in the pool for purchase? If so, how would you know to seize the opportunity? I reading in several places about people asking if they can get a refund since most of their hunting party didn't draw...
