You’re making the assumption that ALL outfitter tags are going to NR’s, I can’t find the data to support but I doubt that is the case. Those units with 3% resident odds jump to 10% in the outfitter draw. Many units aren’t filling the outfitter quota and shifting tags to residents also.

On elk tags it’s already pretty close to that, 88.8% went to residents and 4.23% to NR in 2021.

I think it’s ridiculous that CO allows rifle bear hunters, archery hunters and turkey hunters to go without blaze but force the muzzleloader hunters who are afield at the same time to wear orange. Are they only concerned...
