Well basic math says you’re wrong. Currently non residents get 16% of the elk tags in Wyoming reducing to 10% would effectively reduce the amount of tags for non-residents by 37.5%. The problem is the great bait and switch. Where if you done this as a private business you’d go to jail for fraud...

One of my first western hunts was an antelope hunt. The whole group tagged out in just a few days. Pretty awesome seeing all these antelope in one of the * 2nd choice units. Didn’t get any real giants but we had a heck of a fun time.
This was our 2020 back country antelope adventure. Picked up one of those “junk” 3rd choice units and backpacked way back into BLM. We both tagged out 10 mins apart on opening morning. Antelope are one of my favorite hunts each year.

Yes, you still have to buy the tag and your current year application for that species is converted into a points only. I was pretty excited to see I drew a tag after putting in for every species.
