Right now probably isn't the best time to stock up. Ammo prices are the highest I have ever seen them, it almost makes 2014 prices seem reasonable. 9mm is running .70+/round, 5.56 is .80+/round, .22 is $8+/box for cheap ammo
Check huntinglabpedigree.com as nice litters are often posted on there. I would highly recommend buying from a reputable breeder that health tests parents before breeding.
I run the Outdoorsman and have been extremely impressed with it. The only issue I have is my hunting partner has Leicas RF's and they don't offer an adapter for them.
Indiana seems to be pushing hard towards a season. A friend has 2-3 pictures a week of bobcats on his property in Jackson county, IN. Another friend that lives in Oxford, Ohio sent me the below picture last fall.
I am working on the same trip with 2 points and also from Indiana. We will be rifle hunting for mulies but I think we are planning on going farther West than the Gillette area.

I was just able to look at a friends Pulsar Accolade XP50 two days ago and was absolutely blown away by it. I was able to pick up a small bird in a pine tree at close to 100 yards. A lot depends on your use on deciding between NV vs thermal. Thermal has incredible detection but the NV would be...
I can't comment on CO tags as I've never hunted there before but I do feel that resident tags are cheap in many states. For example my resident IN deer combo tag which can be used for any season is $65 for one buck and two does while a NR deer tag is $300+.
What Brittany said above would be my first choice if you are going to rescue a dog. I would reach out to several breed specific rescues and tell them what you are looking for.
