Kimber rifles who has them?
I used to own the exact rifle your looking at. It was beautiful and if it shot as good as it looked I would still have it. Unfortunately, it didn’t. They call it Kimber roulette, some shoot and some need lots of tweaking to get there. -

I would lean more towards 200 or even none. I can get away with 200 almost always in Montana during November rifle. I typically hike and don’t do much sitting though. Remington X-Mark Pro Trigger
On any new Remingtons, the first thing I do is replace the X-mark with a Timney. The new X-marks are junk and aren't even worth trying to tune. Older X-marks were not as bad. I cant remember when they changed them, but there is a difference. -

Windplex reticle
I have a windplex with the CDS and it is pretty handy. Definitely more precise then holding into the wind... Is it worth the effort? I wouldn't change my reticle, but I might use it as an excuse to get a new scope! -

Montana 704 Custer Elk Hunt
Best chance to draw and/or have a successful elk hunt is archery. I've had the rifle tag twice and it is a frustrating hunt so I quit applying for this unit years ago. It can be done but don't go in with high expectations. -

Spotting Scope cover?

I'm not sure where your traveling from but I would go for option #6. 5-7 days is a decent amount of time and you would be hunting both elk and deer during the rut, you can't beat that opportunity! Compact Spotting Scope Tri Pod Recommendations
I have been using a Vortex Summit SS with the ball head. You can get either a ball head or pan and tilt. It's lightweight and seems to work pretty well. I like the ball head.
