    GFP gives out 25% of the tags to nonresidents, That equals more than one nonresident tag per sq. mile. IMO they should cut down the nonresident tags to 8%.

    The rule is already in effect,(You cannot apply till 3rd draw if you are successful in previous draw) that is why it doesn't specifically talk about it in the proposal. The "special buck" had to be addressed in the above proposal because it is not part off the options 1,2,or 3.

    In SD there has not been a season since 2012, this year it was a drawing for 40 permits my friend I was lucky enough to draw permits. Out of 40 permits there was 10 birds taken in the 2 day season, 2 adults 2 yearlings and 6 young of the year. Of the 10 only 2 were males.

    I don't think you could have got a special general elk tag in the second draw.

    With the antelope numbers being way down I don't think they are giving out doe tags all tags look like they are any antelope, any antelope tags might be very hard or impossible without preference points for NR. I could be wrong on above statement so you will have to research it.
