Its fairly flexible. No hard form inside. The head, ears, and shoulders are stuffed with soft material to fill them out before being sewn to felt backing
Just got our bear rugs back. We went with soft rugs and skulls. Overall, I think they turned out well for an affordable option (ball park $500ish). Just need to shoot some bigger bears next time. Haha
