So whats the difference between dropping the skiff off at Pt.baker and not Devils elbow,How is that not considerd guiding/outfitting?

If you are flying out of ktn Pacific air is one company,devils elbow is much closer to Petersburg and pacific wing operates out of there,they also have a beaver,my guess is it is much cheaper to leave from Petersburg
