I believe they came up with a regulation that didn't allow you to have a bare hook, or something like that, so the workaround was to use a rock worm "fly" instead.

Thanks for sharing that. I knew the changes could have a negative effect on populations here in Region 4, but based on the lack of public comment against the season extension, I was assuming the changes wouldn't negatively affect region 1 and 2. Those numbers are pretty eye-opening.
