I'm not getting the manage attachments icon in new threads or when I reply "go advanced"

I don't get it...

Go to "Go Advance" and thenright below the box you type inthere are some Smilies. Under that is Submit/preview, Under that is Misc options and under that is manage attachments.

It has to be there...... try again....
