Property Insurance question

We are buying a smallish chunk of forested land that is undeveloped, but does have a small 10x16 "cabin" on it (think fancy tough shed). The cabin is not on a permanent foundation and does not have any water or septic. We are looking for liability insurance on the property; don't necessarily care if the cabin is covered, although coverage would be nice if it's reasonably priced. We have contacted multiple insurance underwriters and only found one company so far that will even write a policy for the property. The quote is $578/year for a 1,000,000 policy. We will eventually develop the property, but for now it will be a weekend recreation property. Our general homeowners policy would cover the liability if the cabin wasn't there, but because it is the policy does not extend to the property. A personal liability or umbrella policy really won't cover our needs either.

Not sure if I'm asking the wrong questions or not giving the right info or what, but wanted to see what expertise there is on the forum for a situation like this.

The first thing insurance company want to know is how far away is the fire dept. If you ins the cabin first thing they ask is what kind of heat. If you say wood GOOD LUCK. Propane is a better answer. With wood as back up. If you know what i mean. I would find out about your homeowners ins. If maybe there is a rider you can put on ??? Hope it turns out ok for ya.
