No Tules this way, Rocky Mountain Elk are growing in population ( that is until the wolves were introduced) Tules are near bishop/lone pine or more towards the coast. Yes northeastern CA is another state except we pay taxes for the antics of the rest of the state often with little representation

Yes I’ve been there as well. most often I waterfowl hunt locally at walker or eagle lake. The refuge has had some bouts with avian botulism the last few seasons
