I just read, on another forum, that you can buy rifle elk permits over-the-counter, for northern Idaho hunt in October.

What's the skinny?

There is a statewide quota for Elk Tags in Idaho, for Non-residents. And there are also certain Zones in Idaho that have non-resident limits. Depending on what Zone you are looking at, yes, there is likely non-res tags OTC....
