Cow Elk in Madison Valley (Wall Creek WMA) and movement reactions

So my dad has one of the LE cow tags that allows him to hunt the Wall Creek WMA during rifle season. I have never hunted Wall Creek or had this cow tag. I was wondering what gets cows down onto the WMA flats. Is it general season pressure from up high in the Gravelly range or is it a couple of good snows?
