I've purchased .223 and .300 Wthby from him. He is cheap for once-fired brass if he has what you need. I did order a bunch of Federal .223 from him, and he sent some PMC and Remington (in Federal boxes) as part of the 500 I ordered. The price was so good, though, that I didn't complain.

I don't know if they're the cheapest but I've had good luck with them, so I haven't tried anyone else. Well...other than Cabela's. Sometimes I'll order brass from them if I've got other things I want to order from them. It saves money on shipping when you can order everything from the same place. I always buy new brass. I don't load enough to try saving a few pennies with used brass. I'd rather know what I'm getting.

You might want to look at midwayusa.com I know they have 7mm ultra brass but not sure if they are cheapest.
