If you're talking about the ring on the neck, that's because your die is smaller than the throat of the rifle. From the looks of it, the throat might be on the high side of the tolerance and the die on the very low. It also shows you don't have the die set down quite far enough. It won't hurt anything as the bullet, when seated will cause the neck of the case to expand back to the right size. The one down side is that your brass may or may not split after two or three resizings. As for the base of the case, it shows the same thing the neck does. The die isn't set quite far enough down. I don't know what kind of press you are using or how you set your die, but try this.

Lift the press all the way up and then screw the die down until it hits the shell holder. Drop the press down and then screw the die in about 1/16 to 1/8 turn. Make sure your cases are clean and well lubed when you size them. That should set everything about right. If you are concerned about the way they are working, you can look into getting an neck sizing die. That will only size the neck sufficiently to hold the bullet. If you are shooting one rifle per caliber, it will save on brass and cases.
