I wouldn't buy the lighter/cheaper gun without being certain the shims will get you where you need to go . . . fit is everything in a system without a rear sight. I'm with JLS about asking the gun shop to adjust the fit before making a decision.
Are you planning to hunt in grizzly areas? If so, a topper gives you a LOT more lattitude with respect to food storage. I love mine, and it's nice to have for reasons other than truck camping anyway.
I watched a hunting partner kill a decent-sized mulie with a 55 gr. TSX from a .223 a few years ago and was extremely impressed - the bullet passed through completely, both lungs were jelly, and the buck made it about 15 yards before tipping over. Pretty ideal.
