Having dealt with this license vendor (PayIt - they bought out S3) a lot over the past couple years, I'm not the least bit surprised. Every state they add on has major issues with them, yet they keep getting contracts. -

A lot of states in the east are/were behind the ball on posting draw data. I done a pile of FOIAs over the years to get the info. And some states like Alabama want to charge non-residents for FOIAs. yes, it will work. but you have scan SUPER thoroughly. if a pellet is more than inch deep, it can be Hard to detect. never shot 9s, but have shot 8.5s and 8s for over a decade.
