So... It is my understanding that the CO Hybrid draw is ran AFTER the primary draw. The NR cap for all of the of the hybrid hunt codes is met with the primary draw. So while an NR could theoretically draw in the hybrid - it doesn't happen because the NR cap was already met. (sounds alot...- Jdp010

Bingo. The fact that the CO Hybrid draw does not apply to NRs is widely misunderstood and hugely important. CPW can't keep up the PP charade very much longer, correct? Seems like the pain of transition will only increase every year they wait on converting more (all?) species to some type...- Jdp010

WY Game and Fish wants your thoughts on the preference point system (Moose and Sheep)

Really - this started with only trying to fix MSG reissuance and CPW created NR sniping of RES returns on D-E-P? Even for a ewe or cow moose tag, why not just punt those tags to the following year or build excess into a quota? DM053O3R required 15 NR points to draw in 2021 and CPW offers it... -

Generosity to non-residents
Minnesota issued many moose tags over many years - 100% of them to MN residents. ~300 tags per year - exclusively to MN residents. Perhaps 0% NR allocation on MN moose tags is more relevant here than the Mayo clinic?- Jdp010

Bill to expand WY Wilderness areas
WY shouldn't get a single acre of more US Wilderness as long as their state legislature is wielding it as a a discrimination tool. At least Wyoming's 90-5-5 proposal is honest discrimination rather than hidden pretext.
