The WBP listing has been a huge pain for the agencies. Unless there's new or old cones, it takes a DNA test to tell listed WB from limber pine.

There is a place, Whitebark view in the heart of the Sierra's. Incredible view of the crest over the San Jaquine gorge. @11,000'.
Huge Whitebark, Limber and Foxtail pines...cones is the only way to tell for sure.
