Un-issued licenses in Wyoming deer region?

I'm sure there is an simple explanation, but can't find it easily. Using deer region X in 2019 as an example, there was a quota of 90 special licenses and 0 were issued. What happens to those 90?

I've found that the un-issued resident licenses are rolled over to landowners and then non-resident draws (not sure if this is still current), but what happens to un-issued NR licences? Using this same example, region X appeared to have 0 leftover licenses available.

The 90 unissued roll to the regular draw for NR's in your first question.

Second question is not right. Landowners draw FIRST, then Resident, then anything left over roll into the NR side.
