Curious what type of permit systems other states have on black bear. In Michigan we had over the counter tags until the early 90's. Then they went to a random draw, where about 7000 of 35,000 applicants were successful each year (thanks to the anti's, the bear #'s were fine as it was). Last year they went to a point system. If you arent' drawn you get a point, and at worst you should draw a tag each 4-5 years. Also if you want to bypass the draw any year you can just buy your point for the 6.00 application fee.
