Need some help

Ok, I have been on this website for about a month and trying to figure out how to upload a picture for my profile picture. I can not figure it out and its driving me nuts. I usually can do this on my own and not sure where I am going wrong at and can't upload pictures! Need your and how you do this on this site?

Settings at the top of the page. Edit profile picture in the left hand column.
