The article hits the problem / issue , how to measure success ??? how can you say something is working if you don't have good data to track against ? And if the 'lands' were open during the regular season why would you need a shoulder season , well said by the article

They have made up their mind and going with 44 shoulder hunts next year. I'm sure the only measure is that the galt ranch makes out like a bandit. He gets elk killed when they are stressed and gets t outfit during the regular season. Elk and public land hunters are taking it in the arse. We already had game damage hunts. Ranchers who outfit should live with elk on their lands if they have too many let some public in to kill cows.
