Dry weather & effects on rut

I know this may be beating a dead horse, but what effects does dry weather have on the elk rut? I know in just hot weather the elk will rut mainly at night, however it hasn't rained in SE Idaho since June and some water holes that are usually full are dry now. I was wondering if the dry conditions would push the rut back. I also was curious because this past weekend I saw a group of bulls together like they were still in a bachelor herd, and from the reports I heard, no bugles have really fired up in my part of the state. Thanks.
