There are units already difficult to hunt because of the test range. Like unit 25 for pronghorn, awesome unit but only a small area available for access.

Bishop is obviously trying to trade this away to the USAF because there is some back-door deal awaiting him that he wants from the USAF for Utah. What that might be, don't have a clue. As the article points out, something similar was tried during the Yucca Mountain thing years ago, but that died a slow death.
