Wouldn't those be considered a lost revenue stream rather than a purchase price? Transfer would result in all sorts of changes to revenue for both the Fed and States, but I have yet to hear of anyone pushing this idea that has suggested paying a $/ac price.
Do the studies make the assumption that State would also get 100% of the royalties that come from Fed land?

I think your odds are very low of encounter but not zero. I always carry either spray or gun when hunting in potential grizz country regardless of the month. IMO, its just not that inconvenient to do so.

G&F personnel walk the property in question to gather data to verify animal use days. Photographs of animal use of the property are also used at times. Not sure how often the data is re-verified. My limited experience is once a LO is granted a tag, it kind of just keeps getting them.
