I personally use a 12 loaded with 7 1/2 shot for my partridge hunting. Pats aren't hard to kill and it seems like often it only takes a BB or two to bring them down.
For pheasants, however, I use #5 shot with a little more powder for added punch...

I use 2 3/4" #4 when I hunt over blocks and have killed many birds out to 40 yards.
When I jump-shoot ponds I switch to 3" BB's.

I've thought about this many, many times over the years. Frankly, I think it is a very outdated law that serves no viable purpose.
In point of fact, at times it actually results in one wounding/losing birds due to not getting that fast follow-up shot.
