    I looked at this in more detail and US Hwy 16 (also US Hwy 14 in this area) is not touching any of the parcels in the map OP shared. The school section with the X waypoint is accessible from Apache Gas Plant Rd regardless of the BLM section abutting it. Let me know if I'm missing something.
