Is there much buy-in from landowners who have demonstrated a willingness to grant access to the graduates? Or will this be more of a way to demonstrate trustworthiness to landowners who are not associated with the program?

Incorrect. In MT, you cannot use aircraft to spot game and hunt them the same day. If you're not doing that, there's nothing saying you can't fly and hunt the same day.
By topos, do you mean 7.5-minute quadrangles, which are 1:24,000 scale, or BLM Surface Management maps, which are 1:100,000 scale? And do you want electronic or paper?
I've never felt the need to bolt/screw my NRMA bench to the wall. That may be partly due to using a Co-Ax on an Inline Fabrication Ultramount, which probably spreads out the forces. It's also mounted back away from the front edge, so there's not as much torque there.
The first sentence in your bullet says "If you did not apply for a bonus point..." rather than "If you did not apply..." Given the first sentence, I'd take the bolded sentence to mean you cannot apply for bonus points and purchase bonus points in the same year. But you can apply without bonus...
Point restrictions have been tried in many places. Please provide any shred of evidence the restrictions have been beneficial. They ain't exactly inventing the wheel here...
