    Nonresidents pay more for a legal elk license than some of these clowns paid in fines for poaching elk. Privileges need to be revoked for this kind of behavior. Sadly, this is the case in many other states too.

    In a lot of places they cut back this year, due to winter-kill. The units by me in Lander cut quite a few. But in general, I think they have more or less stayed the same and WGFD will bump them back up after a herd comes back from a bad winter.
