I wouldn't be surprised if there's a farm not too far from there, in either state, that has an unreported issue. And/or a taxidermist that likes to throw the skulls out for the deer to nibble on, which is what started the hotspot near Winona (combined with the farm having virtually zero fencing).

judging by my cameras, many of the bucks have locked down with does the last few days, after chasing hard the last half of last week. Does have still been moving like crazy though. We'll get them all moving on Saturday morning when we put 15 or so of us in the woods and drive them.
