    Well, congress gave us a 5% pay increase (keeps up with inflation for this year) but kept the budget flat, not the FS's doing. There is plenty of waste in the private sector as well, we all have been past a project site where there are several "supervisors" overseeing one person working.

    PR monies are also used for things like building and maintaining public shooting ranges so even if you don't hunt, you do get a benefit.

    If you think its from powder residue, I'd try scalding hot water with a good bit of Dawn dish soap. If congealed oil, parts/brake cleaner. Either way a good soak will likely be needed.

    Seems to be the norm down in NM, even some of the larger county roads were gated and locked. It was really hard to figure out what was public and what was not.
