Okay, so you plan on elk hunting in 2027 and again in 2031. When would be the next time? If I were you, I would start with that and come up with a long-term plan of when you are going to redeem points in each state. This is just my two cents, but I would probably recommend keeping your points and hunting a unit in Colorado that doesn't require preference points and can be drawn with a second choice tag so you don't have to burn your points. Colorado Split Draw Starting 2028
From the Big Game Brochure: POINTS ACCUMULATE until you draw a first-choice license. If an applicant fails to apply for a species or has not purchased a license for that same species during any given 10-year period, all accumulated preference points for that species become void.- cohunter14

I was thinking the same thing the other day after talking to a non-resident friend of mine. Haven't heard much at all about any of this. It still doesn't fix the issue, but at least it gives people who don't already have 20 points a chance to actually draw those top units at some point in their future. Imagine a kid who just turned 12 and starts collecting points now...in the current system, they could save those points until...- cohunter14

It's unit specific but take it with a grain of salt. Colorado sends random surveys out to hunters and compiles information based on the handful of responses they get back. I would highly recommend acclimating yourself to the altitude if at all possible. Try to stay on the front range for a night, then move up in altitude for another night, etc. I've seen folks come straight through and going to 8k - 10k feet from TN is asking for trouble. Another vote for 2nd. Don't read too much into those statistics as they are a guess, at best, from the CPW. 2nd season will allow even more time for the animals to be pressured onto the private land too.- cohunter14
