Can’t imagine why the elk numbers have continually fell below objective especially with there being no wolves or bears in the area.

I have gotten trail cam pics of black bears, wolves, and cougars in that unit but nothing like some of the #s you would get in the lesser accessible wilderness units. From the #s of elk I have seen there I can't really see any recent decline but I am sure the #s have declined considerably from 15 - 20 years ago from talking with long time resident hunters.

Maybe the OP is confusing EHD and CWD?

yes, it was the problem recognized near Kamiah a couple years ago which was probably EHD rather than CWD.
