Sounds like you shouldn’t have to worry about camping and hiking off trail since the Association folks will only be staying on the trails…

Pretty sure that shooting from designated trails is actually prohibited by the USFS. Conundrum.

Closing the loop here. Finally got in touch with the USFS supervisors office and was told the permit is still required but dispersed camping and off trail exploration is allowed while hunting. Just need to get an overnight permit for a site near where I plan to be. More of a headcount on how many folks are in the wilderness and roughly where at any given time. I’ll take it as a win although something somewhat logical was unnecessarily difficult to confirm.
