I attribute it to focus. Focus is something you can't just turn on and off. The USWNT has been on too many crusades and waving too many flags to be able to focus on the game. So trying to pulling it out of the back pocket after a stretch of otherwise dismal performances - and they nearly did so by virtue of their athletic ability - ain't gonna happen. The team is not knit together with focus on the game that is required to continue to perform at the highest level. The world is catching up, it takes best performances to win now. Maybe a particular distraction that is retiring from the world stage will allow the team to coalesce and focus on the game and not flags and equity and other bs.
